In this presentation, we will delve into the historical evolution of support for families and individuals with disabilities, particularly in the context of special education. We’ll explore a time when there was no federal special education law and the pivotal legal cases of Parc and Mills, which set the stage for the Education for all Handicapped Act, the very first special education law, now known as the Individuals with Disabilities Education Act (IDEA).
